Im starting a home based travel agency but don't know what the best places to find clients are?

i've recently been trying to start a home based travel agency everything so far is going well but i don't know what the best places are to find clients and what is a good way to market my business does anyone have any suggestions? I have signed up with tripology to get leads but it just seems like i'm paying for a bunch of email addresses and not real clients. please help
